Apartment Garage Plans / ADU (accessory dwelling unit) by Behm Design have an R3 occupancy unit in the story above or adjacent to a garage utility space. They also include an alternate second floor plan as Utility space, not residential.
If your zoning category allows Accessory Dwelling Unit space above the garage space you can submit the plan in building permit application.
An approach used by many customers is to build the garage with the extra space as U occupancy and then plan to later adapt that space to an apartment use. The local authority can advise you on that.
